Performance budgets are used to determine pass/fail of a test run, so it should be available in the webhook response.
Our use case is that we send a notification whenever a test fails, and we have no way to identify why the test failed. The metrics that are returned are nice for informative purposes, but without knowing the threshold that determined the failure then the metrics are meaningless.
